CD/DVD player will not mount disc

I have a PB G4 Titanium 1Ghz - OS 10.2.8 and 9.2.2 unit that mounts CD's whenever it feels like it. I have replaced the drive with another powerbook CD drive and the same thing happens.

Am I running into a software issue or a motherboard issue???
